it should actuallybe doing that in the default all pictures view.  once you open a folder it should show all thumbnails.  also with the all pictures view if you hit the down arrow on the veiw thing to the right, put your mouse on the all pictures it should open a drop down with three additioanl veiws detail, thumbnail and filmstrip.

also if you were to edit the view you can effect the style.

work with that and see if it gets you where your going.  as far a a thumbnail on the folder I dont beleive you can attain that with moss 07

there is a free third party webpart that might work for you

http://www.amrein.com/apps/page.asp?Q=5740

I use it for our public affairs folks.  what it does is looks into the picture library and shows all the pics and when you click on one it will go big for you.  the nice thing is you can decide how many pictures you see as far as rows and columns.  its a nice little tool.  and its free

however if you do the filmstrip it will show each one large as you select them.  But Im sure you allready saw that.  the nice thing about that free webpart i mentioned above you can put it on the doclib page so as the click each folder it will show the pitcure on that same page.
