SD Card no longer prompts for what to do

When I insert a SD card in a reader, the computer used to ask 'What do you want to do with this type of file'. Now it no longer asks.  This is for my uncle who not very computer literate.  He only wants to click on 'Upload using Picasa'.  Instead, he has to put the card in his camera, connect with a USB cable, and go through a series of steps.

As I said, this used to work just fine - it would ask what to do, he would click on Picasa and DONE.

How can I reset to ask when he inserts the reader?

(We have tried with several readers, its not the reader.)

You might find this little tool from Microsoft handy to keep around in case it gets switched off again
