Probably what comes the closest is Total Access Detective by FMS, Inc.

They also offer Total Access Analyzer, which may be of interest.

You're not going to find anything free that does this. I own both Total Access Detective and Total Access Analyzer, and I can guarantee you TDD will tell you the exact differences between two Access files (including data, if you want).

Rick Fisher's Find and Replace (www.rickworld.com) might be something to consider, as it does have a Compare utility I believe, but I'm not sure ... others have said it provides this sort of thing, but I own it and have not yet found where it can do this - but I don't use it as much as others.

You did not say that you wanted a free tool and Total Access Detective does exactly what you want; compares two databases. As LSM said, your not going to find a tool like this for free.
Rick Fisher's Find & replace is a commercial product as well, but even so, it doesn't have the features you want. There is no comparison capability in the product. Closest you can come with it is to generate a cross reference for each DB and then compare manually.
Total Access Detective comes the closest to what you want.

My Extras Plus add-in (see link below) is free, and it will give you reports listing table and query fields, which may be of help (among other useful features, such as making backups of databases and individual objects within databases).
