Exchange 2007 Resource Calendars

I want to create a room mailbox. then give everyone on my domain read access only, then a certain group of people full access permission, how would i go about this??

this is 3 part article and you will get all information needed about resource mailbox
Add the users to a Group if they aren't already if there are more than 5 and then select the Room mailbox in the EMC and on the action pane select "manage full access permisison".  Add either the Group or invidual users.

For the Read Only access, you can either add an Admin account as Full Access and do this yourself or ask one of the previous users you just granted.  From within Outlook - add the Mailbox of the Room and select the Properties of the Mailbox - ROOM Name - grant the Group Everyone REVIEWER.  Then repeat for each Folder, CAL, Inbox, etc for what you want all users to have access to.
