Ssl not importing

I'm using an online payroll service which uses an ssl to allow my computer.  Bought a new pc with windows 7 and eerytime I import under cerificates it says successful but I don't see it in the list and the website still requests it

    dd the site to trusted sites. Then you will have the option to install the certificate after clicking the Certificate error box and then View Certificate.

    I did all that, turns out the only way to make this certificate work is when I export it, export with private key and set password.  Without setting the password it wont work period.
