This application has failed to start because the application configuration is incorrect.

I get the error "This application has failed to start because the application configuration is incorrect." when I try to install various programs.
I have done the following:
1. Ran sfc /scannow
2. Ran chkdsk c: /r
3. Re-installed the Windows Installer
4. Ran avg, malwarebytes and combofix to find and clean malware if that was the problem.
5. Ran Windows Updates

Any ideas?

This is often related to C++ applications trying to install. Try reinstalling the Microsoft Visual C++ 2005 SP1 Redistributable Package which you can get from here:

http://www.microsoft.com/downloads/details.aspx?FamilyID=200b2fd9-ae1a-4a14-984d-389c36f85647&displaylang=en

The user had multiple C++ redistributable installations in the add/remove program panel. Removed all of them and re-installed the C++ 2008 update. Worked like a charm!
