Is there any way to have an Auto Reply set for all recipients for the entire Exchange Server?

    No, you will need to use Outlook Rules

    You do mean that each auto reply must be set individually and cannot be set globally - correct?

    Yes, via Outlook - individually :-) !
    Check out some Event Sink and Scripts like one I attached for global. Though I would not recommend that option !!
