TaskBar monitoring

Hello experts,

This might be weird.  I know how to monitor processes, but is there a way to montior the taskbar?  I have an application (not mine) that runs in the background.  However, when it puts an entry on the taskbar, I need to be able to do something.  

So, is there a way to monitor if there is a new taskbar "icon" entry?

thanks Plato, I've already got the code.  However, that program shows me how to manipulate the taskbar, not monitor it.   Maybe there's some event that happens when a folder is added to the taskbar?

you can run some background worker thread as it is difficult to add the event handler to the task bar as how it will behave when your application is not running?
