Bilingual Keyboard on Acer Aspire One Netbook stuck in some French keys

We have a couple Acer Aspire One netbooks that came with the Canadian Bilinguaul keyboard and seem to be stuck on the French characters and we cannot figure out how to turn it off.  For example, a question mark will only give the accented letter E no matter what combination of keys are pressed.  There is no green key to press to access the characters like the blue Fn key - they just appeared from day one and we can't make them go away.

It is running Windows XP, and I had checked the Regional and Language Options and tried both English Canada and English US, but had missed the setting for Test Services and Input Langauages.  The default was set to the Multilingual standard.  Thanks for pointing me back to here.
Pointed me in the right direction.
