Microsoft are working on a fix for this currently.  I have exactly the same problem and still no fix is forthcoming -mainly due to Xmas getting in the way!
If you create a new user (not a migrated user), does POP3 work for the new user?
Is it only migrated accounts that cannot use POP3?

    Accepted Solution

I have just been on the phone to Microsoft and have run some debugging tools so I can send them the crash reports.  This is a known issue and there is going to be a confirmed fix in Exchange 2010 SP1, which is not due until March / April 2010, so if you want to encourage an interim release to be produced, you will need to call MS and raise a call, but you should not get charged as this is a know bug and as such, won't attract a charge, or at least, they will refund a charge if they need one for you to get through to them.
Essentially, the more people that report the problem to them, the more likely an interim fix will be produced.
This only seems to affect migrated user accounts.  Ones that are setup from scratch are fine as I set up a new user yesterday and it works happily ;-)
    Hope this helps.

There is a workaround for this - which you may or may not like!
I have exported all mail from an account via Outlook Anywhere to a .PST file then deleted the entire Account and Mailbox.
Once deleted - re-create a brand new account, setup Outlook Anywhere again and push the mail back to the server.
Once this is done, POP3 will work for that account and I have done this on several accounts on my server and every one worked happily.

FYI - please check out my blog which details the release of Exchange 2010 Rollup 2, which should fix this problem:
