All Accounts on Domain Controller Server 2003 are disabled

I have a single Server running Windows Server 2003 setup as a Domian Controller, and every user account I try says it is Disabled, I can login into the Directory Services Restore Mode, and I am wondering if there is a way to re-enable the accounts.

    Even the administrator account ?

    Yup, everyone I ended up rebuilding the server.  It had no Anti-Virus software and we are just taking over the site, so no backup's no nothing.  Thankfully they were not utilizing the server except for one application.
