cannot install exchange 2007 sp1 rollup 9 or sp2

on sbs 2008, when i try to install exchange 2007 sp1 rollup 9, i get error "Product: Microsoft Exchange Server - Update 'Update Rollup 9 for Exchange Server 2007 Service Pack 1 (KB970162) 8.1.393.1' could not be installed. Error code 1603. Windows Installer can create logs to help troubleshoot issues with installing software packages. Use the following link for instructions on turning on logging support:"
i get error when i try to install sp2, too.

    I haven't run into this issue but the following has a pre-rollup-install checklist:

    If installing Exchange SP2 on SBS 2008, make sure you use the recently released custom tool:
