installing .net framework 3.5 sp1 on windows 7

I have a new PC running Windows 7. It is a 64bit AMD HP with quad core processor.

I installed visual studio 2008 and visual studio 2008 SP1. I'm trying to install WPF toolkit but when i try to install it it gives me a message to install .net framework 3.5 SP1.

When i try to install .net framework 3.5 SP1 i get a message that says i need to "Turn Windows features on or off"

So i go in control panel and Programs and then in the Turn Windows features on or off menu i check the checkbox under Microsoft .NET Framework 3.5.1   as shown in the image attached.

I'm still getting the message that says "turn windows windows on or off"  even after I check all the boxes as shown in the image.

Can anyone help on why I can't install .net framework 3.5 sp1?
