Dell Inspiron 1721 will not start up. I push the power button and within 3 seconds it shuts back off. I have removed the battery and run it directly from the AC adapter, same results.

ouch...this sounds like a motherboard problem...

1)  Make sure adapter is working... - this would explain why both with and without charger it doesn't start

2)  does it ever come on...if it does and then turns off then it may be overheating...

3) try to start with the OS disc...it may be just the software malfunctioning and restarting the computer...

anyway, when this usually happens, more than likely its the charger or motherboard...you can use someone's charger to see...then i would suggest buying a used motherboard from ebay if charger is not the issue...

silemone: thanks for the quick reply
1. I have plugged this adapter into another laptop and it works fine.
2. The laptop powers on for ~3 seconds, then shuts off.

Something I should have mentioned: It never makes it to the DELL screen, it stays black.

Other things I have tried:
3. Removed HDD, then powered on, same result.
3. reseated memory

ouch...so  you can't even press f2 or F12?...it looks like  your mother board...if you have a multimeter, you could check the boards power in/out..

from the article, it may be a component on the laptop that not seated correctly...you may need to unseat and reseat each part including opening the screen assembly

and the obvious solution I should have stated:

unplug laptop, remove battery, hold the power button for 30 secs to flush out remaining current...and see if that refreshes it...

No Luck. I tried every suggestion here and all I could find on Google. I gave the owner back his laptop and told him it was probably a motherboard issue.

silemone:
Thanks for the suggestions!
