Why is my pc time 4 to 5 min faster than a cell phones or atomic clocks time?

PCs on my network pull their time from our dc which pulls its time from a ntp server. My dc is a vm machine. Can anyone give me some insight as to why this time is faster by 4 to 5 min than a cell phone or atomic clock?

Not only do I want to know why this is but I would also like to resolve this issue.

It depends on NTP server you use. Check if you use the same time servers on atomic clock and active directory time server.
