Block certain domains from relaying in Exim MTA on Linux

I need to either only allow domains that I specify to relay, or to block certain domains.  The first way would be my choice, but I have no clue on how to tweak my Exim configure file to do this.  I'm using Exim v4.69 and just don't get how to setup an ACL to do this.

    relay would be configured in the exim.conf file, add the allowed domain to the line:

    domainlist relay_to_domains = :

    In the default configuration this is documented.
    these (there a more, what systems may relay to any thing etc.) are used throughout the configuration.

    So you wouldn;t need to setup an ACL specificaly...
