Windows Server 2003 Plug and Play service will not start

I have a Windows 2003 server (SP2) that is having issues with services not starting. At the root seems to be the Plug and Play service which is causing several others not to start because of dependencies. When I try to start it I get and error message stating "The dependency service does not exist or has been marked for deletion." Has anyone else seen this issue? Thanks for your help.

    run sfc/scannow this might help.
    1. Click the Start button
    2. click run, type: sfc /scannow and then press Enter
    7. A message will appear stating that 'the system scan will begin'
    8. Be patient because the scan may take some time
    9. If any files require replacing SFC will replace them. You may be asked to insert your windows CD for this process to continue
    10. If everything is okay you should, after the scan, see the following message "Windows resource protection did not find any integrity violations"
    11. After the scan has completed,  restart the computer.

    We resovled with with a regedit on the controlset1 and controlset2 for the plug and play service. There were blank entries for dependonservice and dependonmodule. We cleared those two keys out and reboot and the service started up like normal.
