Monitoring configuration changes on windows server OS?

What is a good open source application for monitoring configuration changes on windows server OS?  We have multiple windows servers, versions 2000, 2003, and 2008 that we need to monitor for any changes to the OS.  We've heard about excellent applications, but our firm is price sensitive and would like to find something on the open source market -- if possible.

It would be helpful to know about what you have already considered and what functionality for which you are looking.

We haven't considered anything at this time.  We are looking for options and ideas.

Are you looking for file level comparisons, byte level comparisons, or are you looking for an app which will just monitor the server logs looking for specific events?

Thank you for your response.  We are looking for File Level comparisons.  What we want to do is lock down the server and services and then monitor them for any unexpected changes.

Your best bet is to use Windows File auditing for change or delete success.  You can then use a program like Splunk to monitor the server logs.  This would be a completely free solution for you.
