.Net Convert HTML to Desktop App?

I have a little html page that sits open on an xp desktop which contains links to sp and other documents on the intranet. I want to add functionality (scripting/writing to database) to this little page but since it sits on the desktop only (html not aspx not running on a browser) I'm thinking I will need to convert this to a desktop application in order to bring it to life.

How can I convert this html page to a desktop application/desktop open form containing links and an area to write/present info from database?

Two choices come to mind:

1) Convert it to ASP and run the page on an IIS server - Means moving the page to a server
2) Use WPF to Create an Application. WPF is a framework that allows you to build 'Internet Like' pages that are hosted in an application (or in a browser).

If you take item 2 you would convert your HTML layout to XAML (the script language of WPF similar to XML/HTML) and could then add code behind to interact with a Database.

Thanks for info. Can you tell me if WPF can be built within VS 2005 or must I upgrade VS?

you will need VS2008 to do WPF effectively. Careful with WPF as this is an awesome piece of software but as a high learning curve for most people.
