changing Blackberry device pin number on a BES is not working

I'm trying to assign a new pin to an existing BB account on our BES server.  When I first connected the device it found it and read the new pin.  Then during the assign new device process it failed.  When I've tried it again 4 times it doesn't find the device.  I've moved it to another USB port and I've rebooted the server.  When I plug it in to the usb port the server detects the new device but BES manager states there is no device.  HELP
