On a server if a Computer Management Sessions and Open Files say "There are no items to show in this view" does that mean that NO ONE is currently connected to the server?

On a server if a Computer Management Sessions and Open Files say "There are no items to show in this view" does that mean that NO ONE is currently connected to the server?

Or, what is a better method to determine that no one is currently connected to the server?

I need a method of making 100% sure that there is NO ONE connected to a server before I restart the server.

Although I always warn the users in my office that they MUST EXIT out of all server applications (such as Outlook) before I reboot a particular server, there are always a few users who stay connected and therefore there is the risk that they might have open files which will be lost once the server is restarted or shut down.
