Is VCB included in a VMware vCenter Server 2 license?

Hello-
We run VirtualCenter 2.5 Update 5 (Build 147633).  We only have 1 ESX host added to vCenter.  In licensed features - under Add-Ons, it shows we are licensed for 2 CPUs for VMware DRS, VirtualCenter Agent for ESX Server, and VMotion.  VMware Consolidated Backup and VMware HA both show as "Not Used."  My question is, when I click edit, all of these features are listed with check marks, except for VMware Consolidated Backup - which has an empty box with no check mark.  It allows me to check that box, however once I do so, and then restart the License Server service, VirtualCenter Agent for ESX Server then shows as "Unregistered Version".  If I revert back - all is well.  We do own a license for VI3 Enterprise, as well as VMware vCenter Server 2.  Does that not include VMware Consolidated Backup??

Yes, whatever license version can use vcb, see http://www.vmware.com/products/vi/buy.html
Same true for vSphere
