migrate dhcp active to new leases on different box, not move database

I have discovered 2 sites with multiple dhcp servers covering the same 24 bit subnet. So for example, 1 is authorized to hand out leases for .1-99 and then other is authorized ot offer addresses .100-254
I can delete the active leases and change the scope options to force everyone over to the second server but am not sure how the clients will experiece this. Can anyone recommend how to get all active leases onto 1 server please?

really......
is there not some way to make 1 server higher priority (or faster responder) than the other so that I can slowly deplete the first servers leases? There must something other than actually stopping and moveing the database, then starting it on server #2.

I have 1 old server dying and 1 new server replaced it. DHCP must converge over to new server within a few days (or before it dies :) )
so far I've reduced the lease tiem from 8 days to 1 day to 4 hours. I've now done an exclusion for about half the leases so that they are denied when trying to renew with the existing server and have to broadcast for a new server where they will find a new scope with open addresses ready and waiting. I think this is the path I'll take (I'm on.)
