Unable to edit and save a file under subversion control.


I am unable to edit and save only a single file under subversion control in a particular folder.

Getting error :: "Check whether if this file is open in another program" in Notepad Plus Plus
and in other editors, they are asking for saving in some other directory.

The file is not open in any other program on my PC.

What can be the reason for being unable to save it ?

Can the file be locked by some other user ? If yes, then how can I check it if its locked or not ?

What's the svn command to check if a file is locked by someone ?

Need to find whethere the problem is at your end or svn server end. This can be done as explained below easily.
With the locked file you have an lock icon in front of file name. To look exactly check out in the SVN->Settings and then under Icon overlay and check out the icon of locked.cpp/h.
May be the file is locked or some application (service that are not visible actually) is using that file. You may need to search in your system and try to use utility unlocker to unlock the file. Because the file cannot be overwrite if it is opened or read only access. Better to try to create another folder to specifically get this file (if you get it then it is sure the problem is at your end. If you still didnt able to get the file in some other folder then surely the problem, like lock, is on svn server side).
If it is locked then you may try to unlock it if you have the permission like you lock the file itself.  
When the file is locked you can see the lock icon and details there while you try to do operation on it.

The file was not locked, and if it is locked also then it only can not be committed but we can save it locally. Actually the file's execute permission was denied so it was not getting saved !!
