Tools to forward port from other computer to localhost in winxp / win7

Let's say I have a program that listens port 1234 and only accepts connections from localhost

What programs/tools can I use to accept connections from other machines and forward it to port 1234?

can proxy server do it?

well. proxy can do it of course. but i can't suggest you anyone free :(.
maybe squid for windows. but configuration is not simple.
CCproxy not free (but free for 3 users).

no router software in windows?

You must configure your router manually, i think. Even if there's some software that can do your job, the speed will be slow as hell for sure.
