Application processing accountability in Middle tier application

Our application environment runs on Middletier platform,  that is , Oracle forms on Oracle application server and DB as Oracle.  

When the performance issue reported, To know exactly at which layer it is, by looking which attributes of running application at first place, we can decide issue with Application OR from database side.

You would want to monitor the network traffic and also the performance of the server and the database.  Are these on separate boxes?  There are also tools out there that will monitor your DB or app server and tell you exactly what's going on.  The good tools are way pricey, but you may be able to use a trial version.  And application server monitors are out there too.  Is it IIS or Apache or what?  Am I on the right track here?  I'm also thinking your maybe just looking for the basics....check the DB logs, check the server logs, check the network/OS logs.  Or even basic monitoring such as using perfom to check things out.
