How can I increase the size of the C drive on a new Dell server

I have a new Dell PE2900 and to my surprise the C drive is only 9 gigs and D is 134 gigs.  How can I increase the size of the C drive.
I tried searching Dell's support site but didn't see the answer.

You will need to repartition the drive using a 3rd party tool.
