SMS MP down - status code 503, Service Unavailable

I am having problems with two of my secondary sites, precisely with the MP role.

We are running SMS 2003 SP3 running on Windows Server 2003 R2 SP2 in advanced security mode.

Based on Hartbeat Discovery of the clients at that site It seems that everything has worked fine until the server was rebooted to complete installation of these updates:
Security Update for Windows Internet Explorer 8 (KB971961)
Update for Windows Internet Explorer 8 (KB975364)
Security Update for Windows Internet Explorer 8 (KB976325)
Update for Windows Server 2003 (KB955759)
Update for Windows Server 2003 (KB971737)
Security Update for Windows Server 2003 (KB973904)
Update for Windows Server 2003 (KB973917)
Security Update for Windows Server 2003 (KB974318)
Security Update for Windows Server 2003 (KB974392)
These updates have been installed on all of my secondary site servers so I am not sure why they should cause problems only on two.


The MP is down and I see "Http verification .sms_aut (port
80) failed with status code 503, Service Unavailable" in
mpcontrol.log. Also the application pools in IIS will die with
"Unspecified error" and I see these in event log:

Also the httperr10.log has these errors:
/SMS_MP/.sms_aut?MPLIST 503 1 AppOffline SMS+Management+Point+Pool



I have researched the 503 error and cannot find anything that would help. So far I have checked following (not necessarily in this order):

1. IWAM user is not disabled, locked or password expired

2. IWAM is member of IIS_WPG

3. The site server is not a DC

4. Net logon service is running

5. I have uninstalled the MP role and reinstalled it.

6. I have uninstalled the secondary site and reinstalled it

7. ASP.NET, WebDAV and BITS are installed/enabled

8. When I try to access http://siteserver/SMS_MP/.sms_aut?mpcert or http://siteserver/SMS_MP/.sms_aut?MPLIST i get Service Unavailable. When I start the application pools and try to access either of those. two links the SMS Management Point Pool dies right away.

9. there are no errors in sitecomp.log

10. the MPSetup.log last message is Installation was successful.

11. I have NOT applied the changes suggested  in http://support.microsoft.com/kb/930055 since I do not see the "503 1 QueueFull" error in HTTPERR.log nor any reference to QueueFull in any log. Also I am not experiencing any of the other symptoms listed.

12. I have changed the identities on sms application pools to "Network service" and "Local system" and got same results.

13. I have went through the troubleshooting process here http://blogs.iis.net/brian-murphy-booth/archive/2007/03/22/how-to-troubleshoot-an-iis-event-id-1009-error.aspx down to debugging. I can post the debug log if necessary but here is the exception: "(d0.17f0): Unknown exception - code c0000139 (first chance)" I could not find anything helpful on that.

14. MPTroubleshooter only fails on "Testing MPCERT HTTP request functionality" and "Testing MPLIST HTTP request functionality". Same as point 8.

Is there anything I can do, short of reinstalling the server?

This update causes the problem:
Update for Windows Server 2003 (KB973917)

Its actually not the patch at fault - it is likely a previous install of service pack 2 was not 100% succesfull, and this patch is now exposing this problem.

The fix is to re-install service pack 2 for windows 2003 r2.
