SBS 2008 Updates in progess never complete

I completed a successful 2003-2008 migration, but at the end of the migration somehow quite a few updates got stuck "In progress" in the SBS console.  The server has been running great for over a week, but the in progress updates haven't completed after many reboots.  Is there a way to restart those?

Windows Update, says it's completely up to date, the console says there are no updates with errors and no optional updates.  Also it appears that the updates in progress have not yet been installed, so is there a way to get them in?

    When I manually go to windowsupdate it just reopens the app, Windows Update which says that my computer is up to date, but it's not!  I checked both those links, but they haven't helped.

    Also when I go to Server Manager>Roles>WSUS>UpdateServices>Computers>AllComputers it shows my server is only 83% installed, and still needing 103 updates.  All updates have been approved for several days, but they aren't going.  When I show all updates and filter by Approved and Needed, all 103 updates are in the list.  The only options I'm given are to approve or deny the update. How do I force them in?

    One other interesting note, the SBS2008 BPA notices I'm missing Rollup 3 and the associated KB has manual instructions:

    Open an administrative command prompt by selecting Run as Administrator.
    Type the following command, and then press ENTER:
    msiexec /update SBS2008-KB969121-x64-ENU.msp

    When I type this in the server I get an error, "Windows Installer" "This patch package could not be opened. Contact the application vendor to verify that this is a valid Windows Installer patch package."

    Any ideas?

    Did you try to download and install the packages manually?
