What do you specifically need help with?
Can you be more specific?
Are you trying to use Outlook Express to connect to Exchange server using POP3?
If so you will need to enable the Microsoft Exchange POP3 service by doing start > run > services.msc set the service to automatic and start it.
If your using Exchange 2003 you will also need to start tge Virtual Server in Exchange System Manager navigate to Administrative Hrouos > First Administrative Group > Server > Servername > Protocols > POP3 right click the server and select start
if from outside your network also ensure port 110 is forwarded from your router/firewall to the internal IP of your server
