System Control Panel Applet Doesn't Open

On a Windows 2000 Server with Citrix on it, when logged in as the administrator, I can't access the System control panel applet.  When I double-click it to open it, nothing happens.  All other applets work fine.

I'm pretty sure that this is related to some kind of local policy restriction, but I can't seem to find it.  I've tried to run it via command line, but no go.  I've looked through the Policies keys in the registry to see if I can find anything odd, but there is nothing that I can see.

Since this is a Citrix terminal server, I'm sure that some policies were put in place to block a lot of these common system objects.

Anyone have any ideas as to where I might look and other things to try?

Run the Group Policy Results Wizard or the Resultant Set of Policy and see what policies are in effect for that server.  Then look at the details for the policies to see what settings are set.

Since this is Windows 2000, the RSoP and the Results Wizard aren't compatible.  However, taking that as a lead, I Binged for Windows 2000 and RSoP and found out about the GPRESULT command.  Ran it and saw some user configuration setting that were in effect.  In particular, NoPropertiesMyComputer.  Changed it to zero and it opens!
