Is the above counter value indicative of the number of write requests per second or the number 8k pages written in a second.

What about disk writes/sec.? is that the number of write requests to the disk?

Yes...
Some Basics:

Disk Writes -> all write operations on your Disk
Page writes -> As you might be aware that In windows, Pages are fundamental building blocks of Disks and hence page writes occur when you do Disk write operations..

And this might happen out of your INSERT, UPDATE, DELETE, INDEX Rebuild, etc., operations..
