How to get CF8 Developer version to work

I installed CF8 Developer version to my desktop to use as a testing area.  Is there a trick to get this to work on my desktop or will it not work at all?

download the CF8 from adobe and install as a developer version.

What version of OS are you using?

I did install it already.  When I try to bring up the Administrator page, the browser comes up with an IP address (the desktops) and then gives a Network Error (tcp_error) of "Connection refused".
My desktop is Windows XP.

do you have iiS installed . Can you post exact error message or screenshot, whichever works for you

I didn't have IIS installed.  I do now.  Just trying to find out how to get to the CF Admin now.
