BLOB Query in Oracle database

I have a Oracle table with a BLOB field. It is a XML format.

I tried to find any record with <Answer> is null which means they don't provide answer?

    <Answer id='1''></Answer>
    <Answer id='2' ></Answer>

Can i do it via query? Or i need to write Java program to read it?

First  convert BLOB to CLOB using DBMS_LOB.CONVERTTOCLOB, then used EXTRACT function of XMLTYPE to get the values from XML file.
