Add folder in mailbox for all users exchange 2003 and outlook 2007

I would like to create a folder called archive for everybody in my exchange organization.  This folder ideally would be in each persons mailbox.  This would be for users to put emails that we want to keep.

You can use Public Folder(s). Nice, clean, easy and simple. :) Grant ppl approriate permissions.

Just remember to back that up with the daily schedule.

I was hoping to stay away from public folders.  The goal of the question is to see if it is possible to automate the process.  I have never heard of being able to create a new system folder but that does not mean it can not be done.  If I can create a new system folder then people can just manually copy over the needed files right there.  Also I have fears about how easy it would be able to use public folders with OWA users.

No I don't think you can create a "system" folder in Outlook.

You can enable user to use PF in OWA
http://technet.microsoft.com/en-us/library/bb430795(EXCHG.80).aspx

The only thing that comes close is to create an additional mailbox and attach in everyone's Outlook, but that could create more problem with OWA.

By the way, why you want your users to put mail in the folder while using OWA?

We would want them to put it in the specail folder regardless if it is owa or outlook.  It would a special folder for them that is not affected by the email retention policy.  The idea is we are going to only keep emails for 120 days then put them in the trash bin.  After it is in the trash bin we will have them deleted after an additional 7 days.  If for legal reasons a user has an email that they believe should be kept then we need to put it in the specail folder.  
I konw I could document how users could create a folder for themselves.  To make things consistent would be nice if I could auto create that folder for all 1500 exchange users.

Another way (maybe) is to use Exchange Journaling - I am not familiar with it myself all I know about it is that it records all incoming/outgoing email and put them into a mailbox. But I think it may not be appropriate in your case as the mailbox could get very large considering the number of users.

So I still think PF is your way out :)

Thanks I believe we will just do it manually if necessary.  I wanted to make sure there was not an automated way to do this before we did any projects.
