why is my .dll file not updating in the bin/debug folder

my properties, build, configuration is set to debug.  i use to see a place in the toolbar where i could set it as well, but that disappeared.  any help setting that back up would be good.  the bin/release folder is correctly updating the .dll, but i can't debug.  thanks.

i found it.  it was in the build, configuration manager.
