Windows DHCP NTP Option time offset

I have a system in another time zone that is set to be the local DHCP server.  The server gives has the NTP option set but I need to know how to set the clients to a different timezone.

Ideas?

Sorry, to clarify these are VOIP phones.  I need them to boot up, look at the NTP server, download time and adjust to their timezone.

Symmetricom, makes GPS clocks/time servers, Atomic clocks/time servers. They created a WHITE PAPER entitled:

"Enterprise Network Time Synchronization Made Easy"

They ask for your information. We have two GPS time servers for our ships and they asked for our information when we downloaded a tool of theirs called Symmtime. They do not SPAM you, NOR do they send out your information. But, they would like to show you they exist and have some products for you to look at without high pressure sales or SPAM.
