Backing up to USB drives in Backup Exec 11d

We are using Backup Exec 11d with all the latest service packs (for BE11d). We back up to USB drives. We swap these drives each night. Here is the scenario. The user will swap the USB drive at night. Once they swap the drive, the next back will launch that night. When the backup launches, it complains that the media is offline. When we check, we see that the B2D folder is offline. Once we force it online it is fine. Why is this happening? What is the correct procedure when using USB drives? All of the drives use the same drive letter is it isn't like the drive letter changes every time the drive is swapped. Also, when the drives are swapped, the user safely stops the USB drive before swapping it.
