Exchange 2007 CCR reseeding failing

We have two Exchange 2007 nodes in a CCR environment.  The log files on the passive node quit being updated around January 2nd.  The log files on the active node begin at January 2nd.

When we try to go through the process of manually reseeding the passive nodes by issuing the commands below, we get nowhere.

suspend-storagecopygroup "ptccexchmb1\datastore10"

Gives the error

The Microsoft Exchange Replication Service has not responded to the suspend request in 10 seconds. The ExecutionTimeout period has elapsed. Get-StorageGroupCopyStatus cmdlet will show updated status when the service completes the suspend request. Resume-StorageGroupCopy will clear the request.

It never gets past the Initializing part and we can't suspend the storage copy to do any manual reseeding.

Totally stumped.

We've tried everything listed in the link for "How to Seed a Cluster Continous Replication Copy" ... but that doesn't work.

It's stuck on Initializing.

We're going to try copying everything manually WITHOUT doing the suspend storage copy.

If no solutions, try using the Update-StorageGroupCopy cmdlet to initiate or resynchronize replication?

None of these worked.  "Solution" was to essentially start over.  We opted to install the 2007 CCR on new 2008 servers and that seems to work much better.
