Restricting cpu to 80% for oracle user

We have a oracle database which is using a lot of cpu and to isolate and troubleshoot our application users want the usage to be restricted to 80% cpu usage.
Linux version : Red Hat Enterprise Linux 4.6 (64bit)
Oracle 10 g
How can we restrict a user from using more than 80 % resources using limits.conf
