How to open a file in read-only mode when it is in use by another person

Hi,

I have a user that needs to open an excel file that is being used by another user. The user used to be able to open the file as read-only but now gets an error: "Cannot access "filename""

Is there something that needs to be done to the file for it to be able to be opened by someone else in read-only mode?
