Running MSI from Server 2008 Share

I'm running into an issue when trying to execute an MSI file from the Netlogon share that exists on a Server 2008 Domain Controller, but only from XP computers... not Vista.

I have the Adobe Flash & Java MSI installers on the NETLOGON share, and have it assigned to computers using a GPO.  The Vista computers are picking it up, but not XP.  On the XP computers, I can run the installers manually from the netlogon share of a Server 2003 domain controller but not the Server 2008 controller.  I can even copy the files down to the local machine from the Server 2008 Domain Controller and run them locally with no issues.

The error (from the Server 2008 controller) is "This installation package could not be opened.  Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer package.

I've checked the permissions and Read & Execute is assigned to all Authenticated Users... is there something I'm missing that I can check?
