Voice Recognition

I'm looking to develop a voice recognition system that will analyse recorded MP3 and/or WAV files and translate them into text for the purpose of compliance review. What I'm wanting to do is either develop my own voice recognition routines to perform the audio analysis (purely from a personal interest perspective) or use something like the Microsoft Speech SDK.

I'm looking for some pointers to first read an audio file in to an application and secondly process that audio file and translate the content into a text transcript.
