Terminal Server 2008 R2 only allowing temporary profiles when logging in through RDP

I have a new 2008 R2 terminal server. The server is working and licensing has been installed. The issue I am having is that when users log on to the terminal server  they are directed to a temporary profile instead of creating a new profile. There are no errors in the event log. If the same user logs on to the terminal server using mtsc.exe /admin they can make changes to their profile that remains. Users are not using roaming profiles or document redirection. The terminal server is a member of a 2003 domain. Any ideas what is foring the users to log on with a temp profile?

Check NTFS security on your server's disk where the user profile goes, see if users have "write"-access.

right click on my computer-properties-advanced tab- user profile settings change the accounts to local.

Users had the proper permissions and the profiles were set to local. Turns out that the user was a member of the Domain Guests group and this behaviour is by design.
User had an old terminal services profile which was pointing to a location that no longer existed.
