New Comment Web Part Removed

One of my colleuges removed the "New Comment" web part from the Lists/posts.post.aspx
Now my users do not have the ability to comment on blogs.  Please advise on how to recover this.

Did he delete it or close it?

Add the following to the end of the URL to check, "?contents=1"

Can't use designer because of issues it caused with the site (Ghosted pages)
The part was delted and is under the closed web part.
 
The steps I provided doesn't involve SP Designer.

Did you use the steps to re-open the closed webpart? BTW, a web part can't be deleted and closed at the same time. Its either one or the other.
The web part does not show up as being closed so I suspect it must have been removed formthe page.  The "new comment" web part that appears below the comments web part  is no where to be found in th web part gallery.  and if I go to a developement instance of MOSS it is not able to be exported.
I created a blog site and deleted the "New Comments" web part and see what you mean. I haven't figured out a way to recover the  "New Comments" web part back yet, but wanted to confirm that you didn't close the web part since in one post you stated it was under closed web and and the next you said it wasn't.

Add the "?contents=1" to the end of your post.aspx page like the following:

http://serverl/sites/teamsite/blog/Lists/Posts/Post.aspx?contents=1

Do you see the "New Comments" web part listed? If so, is it a yes or no under the "Open on Page?" column.
