path on terminal server 2008

I need to add a network path to everyone who logs on to a 2008r2 terminal server.  When I add the path to my own admin logon (in the "Environment Variables" section of the system properties), it gives me the desired effect, so I want to do it for all users.

I tried as an experiment to have a regular user add it to his environment variables, but he doesn't even have the option to edit the path - it's grayed out.

How can I add it globally, so it works for all uers?

Add it to "system variables" section of environment variables makes it be public to all users instead of a specific user.
