Wierd Characters at top of home page in Firefox- site check

http://www.renewdekalb.com/IMSC/index.html at the top of the web page, there are some wierd characters in FF  that don't show up in IE. Does anyone else see that? how do I resolve it?

What's your style sheet look like?

seems like incorrectly saved file... it has an UNICODE header, but it's not UNICODE file.
Resave the file correctly.

Yeah.  I totally missed it.  The very first characters of the file in view source are:
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">

Get rid of those.  Maybe how it's saved.  Not sure.
