Office 2007 GUID of the product contains 0000 for LCID

Hello,

i need to retrieve the locale of an Office 2007 product.
Microsoft support sites say that for GUID {BRMMmmmm-PPPP-LLLL-p000-D000000FF1CE} created in registry for the product, LLLL gives the LCID of the product.
But on many of the office products i see that LLLL is 0000. Does this mean that the setup file is corrupt or on some of the Office 2007 products this information is not stored at all??

Thanks.

'0000' is just 'neutral':
WINNT.H:#define LANG_NEUTRAL 0x00
WINNT.H:#define SUBLANG_NEUTRAL 0x00 // language neutral
WINNT.H:#define LANG_SYSTEM_DEFAULT (MAKELANGID(LANG_NEUTRAL, SUBLANG_SYS_DEFAULT))
WINNT.H:#define LANG_USER_DEFAULT (MAKELANGID(LANG_NEUTRAL, SUBLANG_DEFAULT))
WINNT.H: (MAKELCID(MAKELANGID(LANG_NEUTRAL, SUBLANG_NEUTRAL), SORT_DEFAULT))
