Printer Installation Permissions

What Group Policy settings can I change to ensure users are able to install network printers but not local printers?  I have set the policy Devices: Prevent users from installing printer drivers to Disabled so that they can install the drivers from the print server.  I have also set the Point and Print settings and pointed to our print servers.  What can I do to prevent users from installing local printers or created a TCP/IP port and installing the printer locally with the printer's IP address?

if they can install network printers, they can install local printers... it doens't get that granular.
With Windows XP group policy you used to be able to specifically enable/disable adding local printers and the same for network printers.
