OSX mail not showing full message
I have a few clients complaining that when they write a message in mail and include attachments, that sometimes (totally random) the attachments won't be received.
The receivers include OSX Mail users and Outlook users.

what version of Mac Mail are you using? Is it fully updated. ?

10.5 and 10.6 fully updated.

there is a special settings in Entourage which affect this. I don't have Entourage on my computer but it's named something like "Allow receiving partial attachments" IIRC.
There is no such settings for Mail.app as far as I know. Please check in the Accounts pane of the Preferences window, inside of Advanced tab "Keep copies of all messages and attachments for offline viewing"
If the attachments doesn't show up, I suspect corrupted cache - click on the mailbox (even Inbox) and select Rebuild from Mailbox menu

No longer an issue/expired
I don't know if this helps, but it's a known issue, not a real bug, when forwarding mail refuses to get sent or the attachments are not included. The remedy is to click the QuickLook button. It forces a download of the attachment and makes it ready to be forwarded.
